When the Governing Council of Ahmadu Bello University, Zaria, searched for a Bursar capable of steering the finances of Nigeria’s largest University in an era of e-payment, transparency and accountability, it found a man who has done it all.

At its 218th Special Meeting held on Tuesday, 29th September, 2026, the Council chaired by Pro-Chancellor Mahmud Yayale Ahmed, CFR, approved the appointment of Mr. Yahaya Hussaini as the new Bursar of ABU. His appointment, which takes effect from 4th October, 2026, to replace Malam Mohammed Bello Aminu Gurin, is being celebrated across the University community as a choice of competence over sentiment.

And the facts prove it.

*31 Unbroken Years in ABU’s Financial Engine Room*

No other candidate knows ABU’s financial system like Hussaini. For 31 unbroken years (1995 to Date), he has served in virtually every critical financial unit of the University:

– Head, University Cash Office (2023 to Date; 2010-2012) – Custodian of the University’s cash flow
– Finance Officer, Distance Learning Centre (2019-2023) – Managed the finances of ABU’s most commercially viable Centre
– Finance Officer, Centre for Energy Research and Training (CERT) (2013-2019) – The highly technical Centre that hosts Nigeria’s nuclear research reactor
– Project Finance Manager, Nigeria Research Reactor-1 (NIRR-1) Project (2016-2018) – Entrusted with managing a multi-million dollar multi-party project involving the United States Government, Russian Federation, Chinese Government and the IAEA
– Finance Officer, National Animal Production Research Institute (NAPRI) (2012-2013)
– Accountant, Bursary Computer Services (2005-2010) – At the heart of ABU’s financial digitization
– Accounts Officer, Division of Agricultural Colleges and Pension Office (1995-2005)

He is not learning on the job. He built the job.

*The Digital Reformer*

Hussaini is widely credited as one of the brains behind the digital transformation of ABU’s fee collection, tracking and reconciliation systems. His tenure in Bursary Computer Services and as Head of Cash Office saw the migration from manual to ICT-driven treasury management, a reform that blocked leakages and improved Internally Generated Revenue.

His competencies cover the entire public finance value chain: public financial management, treasury and cash management, budgeting and financial planning, financial reporting, project financial management, and payroll and pension administration.

*Internationally Exposed, Locally Grounded*

What sets Hussaini apart is his global exposure. He has attended international conferences in Dubai (2014), London/NUC Distance Learning Conference (2020), Accra, Ghana (2024) and Nairobi, Kenya (2025).

More importantly, he has participated in over 15 high-level international meetings sponsored by the US Department of State in Nigeria and at the IAEA Headquarters in Vienna, Austria. He has sat at the same table with representatives of the US, Russia, China and the IAEA negotiating nuclear safety finance. In 2022, he led the ABU delegation to the University of Edinburgh, Scotland, and was part of the Vice-Chancellor’s team that met the Nigerian High Commissioner to the UK on establishing ABU DLC examination centre in London.

*A Man of Integrity and Governance*

His leadership is not just technical but moral. He is consistently described in his CV and by colleagues as a man of integrity, transparency, strong work ethic and strict compliance with Federal financial regulations.

This is reinforced by his extensive governance service: Member of Institute and Centre Governing Boards, Junior and Senior Staff Appointments and Promotions Committees, Finance Sub-Committees and Tenders Boards, Staff and Student Portal Development Committee, Bursary Computerisation Committees (2006, 2009, 2017), five-time Member of the University School Fees Reconciliation Committee, Committee on Harmonization of School Fees, and Committee on Strengthening DLC.

In a University where financial prudence is paramount, ABU Council could not have found a safer pair of hands.

Indeed, Yahaya Hussaini is not just qualified for the job. He is the job’s definition.
